UAE enters the top 25 of the Global Innovation Index 2026
The UAE has risen five places to 25th in WIPO's Global Innovation Index 2026, ranking first in the world for start-up funding, entrepreneurship policies and high-tech investment.
The World Intellectual Property Organization (WIPO) published the Global Innovation Index 2026 on 29 September 2026. The index measures the innovation performance of 139 economies. The United Arab Emirates ranks 25th, gaining five places and entering the global top 25. Switzerland, Sweden, the United States, the Republic of Korea and Singapore lead the ranking.
Key facts
- The UAE is 25th of 139 economies, up five places on the previous edition.
- WIPO lists the UAE first in the world for green-field R&D and high-tech foreign direct investment.
- According to the national results reported on 5 October 2026, the UAE also ranks first globally for entrepreneurship policies and culture, funding for start-ups and scale-ups, attraction of international students, and new investment in research, development and advanced technologies.
- The UAE ranks first for higher education and second for business environment among the index's sub-categories.

Why it matters for international clients
The ranking is an independent, international assessment. First place for start-up funding and entrepreneurship policies, and second place for business environment, are strong signals for anyone planning to set up or grow a company in the UAE. For technology, research and advanced-industry businesses, first place for green-field R&D and high-tech investment confirms the UAE's standing as a base for new operations of this kind.
For founders and families relocating from Europe, North America, Australia, Russia and the CIS, this adds to the case for building a regional or global base in the UAE rather than only holding assets there.
What to do
